The Japanese capital Tokyo has at the top of the list as the best world city for “work”, according to a 2025 report by International Work Group (IWG), a flexible and hybrid workspace operator.

The results are part of the third “barometer work on anywhere” of IWG, which classifies the best working cities in the world – or where travelers can combine work and leisure.

Tokyo has taken place No. 1 due to its “exceptional” wide -band speed, its transport infrastructure, its safety, its culture and its newly launched digital nomad visa, according to the report.

In addition, the city “also benefits from the proximity of mountains, coastal regions and national parks – ideal for hybrid workers in search of an exciting urban atmosphere alongside natural escapes”, according to IWG.

IWG has classified 40 countries on a scale from one to 10 on the basis of the following 12 criteria:

  • Climate
  • Accommodation
  • Food
  • Transportation
  • Subsistence (average price of a cappuccino in the city’s expatriate area)
  • Wide -band speed
  • Happiness
  • Availability of flexible workspaces
  • Cultural quality
  • Digital nomadic availability / price
  • Proximity to beaches, mountains or national parks

The digital nomadic visa – which gives workers the legal right to work remotely while living far from their permanent country of residence – is a new criterion, as well as the proximity of the beaches, mountains or national parks.

In this year’s report, 86% of hybrid workers cited the availability of flexible workspaces as a major determinant in their choice of destination.

“Thanks to hybrid and cloud labor technology, employees now have the freedom to work everywhere and each time best suits them,” said Mark Dixon, founder and CEO of International Workplace Group.

These are the 10 best working cities in 2025, according to IWG:

  1. Tokyo
  2. Rio de Janeiro
  3. Budapest
  4. Scramble
  5. Barcelona
  6. Beijing
  7. Lisbon
  8. Rome
  9. Paris
  10. Valette

Tokyo, Seoul, Rome, Paris and Valette are new entrants to the list. Seoul has made the list because of its “ultra-fast Internet, efficient public transport and the flourishing nomadic community supported by the South Korea Nomad Digital Visa”, according to the report.

Budapest went from first to third place, but remains a choice favored for its index of food and happiness.

The report also lists the 10 best Asian work cities, notably Singapore, Jakarta, Manila, Mumbai and Hong Kong.

Singapore remains a favorite for hybrid workers because of its high scores in areas such as food, happiness, high speed speed and sustainability. The report cited its “coverage of the 5G network on the scale of the island and its flawless urban mobility” and its green spaces.

Barcelona, Beijing and Lisbon, although popular choices fell into this year’s list.

Mexico, Cape Town, Prague, Melbourne, Orlando and Reykjavik were one of the emerging work destinations of the report. They obtained a high score on criteria such as digital nomadic visas and the proximity of nature.

“This trend is there to stay with many companies adopting flexible work and work from politics anywhere, especially during the long -term summer months, which improves not only work balance and reduces professional exhaustion, but also offers significant productivity gains,” said Dixon.
