Brazilian law prohibits those under 18 years of purchase of loot boxes


Brazilian legislators have prohibited people under the age of eighteen to buy loot boxes as part of a new regulatory push.
The decision taken by President Luiz Inácio Lula Da Silva will come into force in 2026, with a wider set of guarantees that come into force in March of the same year.
The law is an update of the legislation which is a large scope effort to protect children and adolescents from the digital environment, according to law 15211 (L15211).
L15211 is concrete in its definition of harmful acts concerning the game. Legislation stipulates: “Promotion and marketing of games of chance, Paris Fix-Odd, lotteries, tobacco products, alcoholic beverages, narcotics or prohibited products for children and adolescents.”

The legal document (translated into English) covers several subjects linked to potential damage to young people and children under various titles.
These subjects include social media, online environments, parental control mechanisms, monetization and “reward boxes” (also called loot boxes).
The latest headings concern the threat that the legislators of the South American nation support are of a “predatory” nature and attract, promote or exhibit those under the registered legal age of the game or the mechanisms similar to those of the game.
With the new regulations that have come into force in March 2026, there were updates guarantees for children and young people, as well as the potential for heavy penalties to violate these new guarantees.
They revolve around any content which could, according to the document, be “predatory, unjust or misleading advertising practices or other practices known to affect financial children and adolescents”.
New regulations and new penalties to Vioder L15211
Any game that contains a loot box will have a compulsory 18+ note, according to article 20 of the law, the bill clearly defining the term.
“Loge boxes, offered in electronic games for children and adolescents or likely to be accessible by them, are prohibited, in accordance with the respective age rating.”
Penalties for violating the regulations include a warning period of up to 30 days for the operator of the product, software or event marketed or announced. Each body has a support of $ 2 to $ 200 per person assigned and a ceiling of $ 50,000,000 R or $ 9,382,300 per violation.
Brazil’s repression on loot boxes will be in concert with the updated legal statutes described in article 16 of law 14852, in force in 2024.
This covers that “the purchasing tools in play must guarantee, by default, the restriction of purchases and commercial transactions by children, if necessary, in order to guarantee the consent of managers”.
