Chico Rancheria’s Indian Mechoon Tribu has become one of the last people to express its opposition to California Assembly Bill 831.

If this bill should come into force, it would make it illegal for anyone or entity to function, driving or offering an online competition game, in the state.

“The bill would make illegal for any entity, financial institution, payment processor, geolocation supplier, game content provider, platform supplier or media affiliate to knowingly and indirectly or indirectly supporting the operation, conduct or promotion of an online competition game within this State,” said legislative information.

On September 3, Sandra Knight, vice-president of the Indian tribe of Mechoopda de Chico Rancheria, sent an opposition letter.

“This legislation takes place without real consensus of the tribal communities of California, has progressed in the absence of a complete tribal consultation and endangers our sovereign authority to develop legitimate sources of income essential to the well-being of our community,” said the letter.

According to the tribe, its tribal nations in more remote regions which are faced with “distinct economic development obstacles” and cannot correspond to the scale or the advantages of the market for richer and more well established casino operations.

The letter suggests that AB 831 would only stack this dynamic, “because it would effectively close emerging income opportunities that could help level the rules of the game for economically disadvantaged tribal communities.”

Digital commercial platforms, such as online social games with competition promotions, currently offer a path for tribal diversification beyond conventional game income. Sandra Knight continues in the letter indicating how the need for economic possibilities for the tribe cannot be underestimated:

“About 28% of people from Tribal Communities in California experience poverty, almost double the rate of 15% across the State.

“Tribal housing is faced with a crisis with 40% of Amerindian households knowing overcrowding, compared to 8% of all California households.

“Food access challenges affect up to 3 members of the tribal community in rural areas, considerably exceeding the California’s global food insecurity rate by 11%.”

To close the letter, the vice-president said they were respectfully asking California leaders to reject the bill and rather recommend pursuing policies that support economic opportunities for all tribes.
