Ontario updates the license policy that blocks charitable lottery products


The Ontario alcohol and play commission (AGCO) has decided to specify that requiring a purchase for charity lottery products is not authorized.
The AGCO has updated its license license policy manual with a precision that it is not authorized to require the compulsory purchase of charity lottery products, including those intended for charitable activities, such as raffle tickets or other events.
“This change supports license authorities and licensees of a charitable games by officially describing the requirements of the LLPM,” writes AGCO in the official change of change. “This action is aligned with the AGCO’s mandate to regulate in accordance with the principles of honesty and integrity, and in the public interest.”
What does the policy on a charitable lottery products mean?
Clarification means that organizations in Ontario cannot require the purchase of a lottery product from October 3. In addition to charitable functions, it also includes a purchase to access a program or service.
In practice, all organizations with active licenses which currently allow them to require the purchase of lottery tickets can continue to do so until the end of their existing license. Therefore, no other license will be granted.
To provide additional clarifications in the future, AGCO has added a new section to the LLPM to reflect this new requirement, declaring: “omsative the purchase of lottery products of any kind for any reason, including, but without limiting itself, as a registration condition for a program or service, is not authorized.”
This occurs only a few months after AGCO has established new limits on the way in which approved charitable organizations can exploit Lottery style activities, in particular by requiring the approval of other expenses incurred under their license agreements, updated files and the conservation of receipts and the commission paid to sellers for their services.
